To enhance the safety for the populaces’ mountaineering and implement governmental management mechanisms, the Ministry of the Interior (MOI) held a meeting on bettering the safety of mountaineering and park activities.
Yesterday (on 2024/09/11), the Ministry of the Interior (MOI) invited 13 local governments that often handle mountain accidents to jointly hold the meeting on “Bettering the safety of mountaineering and park activities with management and refinement measures”, including local governments such as the Forestry and Nature Conservation Agency (FNCA) of the Ministry of Agriculture (MOA), the Sports Administration (SA) of the Ministry of Education (MOE), the Council of Indigenous Peoples (COIP), and (under the Ministry of the Interior (MOI)) the National Park Service (NPS), the National Police Agency (NPA), the National Airborne Service Corps (NASC), the National Fire Agency (NFA), etc. The meeting was to gather consensus among all units on taking measures to prevent mountain accidents in advance, so as to reduce the risks of the populaces mountaineering activities while saving the disaster rescue units’ bustling in and out for mountain accidents that could have been avoided.
As instructed by Deputy Minister MAA of the Interior (MOI) who presided over the meeting, in order to implement the relevant measures for those populaces engaged in mountaineering and park activities during the typhoon, the Forestry and Nature Conservation Agency (FNCA), the National Police Agency (NPA), and the National Park Service (NPS) were requested to not only continue to implement and refine the relevant control, disciplinary, and prevention measures for those populaces engaged in mountaineering and park activities during the typhoon, but also to design a precautionary measure on the "Taiwan Mountaineering One-stop Platform Service Network" and the "Mountain Entry Application System" for issuing risk alerts in regard to those mountaineering applications to enter high-risk road sections, so that the populaces could be reminded to better their preparations prior to their mountaineering activities. Moreover, various education institutes and mountain area management agencies were also requested to strengthen the related publicity of the mountaineering safety on their websites.
Pointed out by Deputy Minister MAA, in order to strengthen the publicity of the populaces’ self-discipline in mountaineering, studies suggested, in the application process for mountaineering and park activities, the introduction of the satellite positioning of the mountaineers, the use of communications equipment by the mountaineers, and the provisions of the mountaineering details to the watch-over posts. In addition, to enhance the efficiency of government’s use of helicopter for disaster relief and to exclude the risks, e.g. obstacles arising from transport cage lines, on flight safety, the maintenance of temporary landing and take-off sites and aprons should be implemented, and the stock-taking of the information on the risks posed by the existing transport cage lines to flight safety should be conducted.
Reiterated by Deputy Minister MAA, for any illegal mountaineering conducts reported, local governments were requested to continue to publicize mountaineering activity management regulations, and implement the publicity and discipline in accordance with the preventive regulations and penalties. As for those counties and cities without the implementation of regulations governing mountaineering and park activities, yet with frequent mountain accidents within their jurisdiction, including local governments such as Hsinchu County, Chiayi County, Taitung County, etc., they were requested to formulate appropriate autonomy regulations based on their needs to strengthen relevant actions and reduce the occurrence of mountain accidents.
At last, appealed by Deputy Minister MAA, prior to embracing the long-lasting beautiful scene of green mountains, the populaces better thoroughly evaluate their own physical abilities, and draft a pre-activity plan for emergency response during the mountaineering and park activities, to effectively avoid getting lost or being injured due to insufficient equipment. In case of unexpected situation such as physical discomfort during the activities, try not to stretch the physical limitation, but do inform fellow activity counterparts and those stationed at the watch-over post of the situations. Keep in mind that the most important thing is to safely return from the mountaineering and park activities.
