臺法國際防災教育訓練合作強化災害應變能力
為強化臺灣在國際港灣的災害應變能力,並促進國際消防教育訓練及港口安全管理上的合作,消防署今(14)日起至5月23日與法國在臺協會共同辦理「114年國際海事消防緊急應變交流研討會暨船舶火災搶救團隊交流訓練」,透過跨國消防合作訓練,有效提升國際港灣防救災韌性。
消防署表示,港口關鍵基礎設施是國家的交通、貿易與經濟的重要樞紐,更是國家門戶,對周邊產業發展至關重要;面對氣候變遷及全球貿易發展帶來的挑戰,提升港口、工業區及城市地區的防救災能力刻不容緩,感謝法國在臺協會、臺灣港務股份有限公司及港區各相關災害防救業務單位蒞臨,共同見證臺法消防合作的重要里程碑,未來消防署將持續推動國際合作,深化臺灣在防救災領域的技術與知識交流,確保民眾生命財產安全,為全球防救災韌性貢獻力量。
此次臺法消防合作,臺灣不僅能汲取歐洲先進的防災技術,也能分享自身經驗給國際社會,包括臺灣在災害防救師資培訓領域,累積的豐富經驗,共同提升全球災害應變能力。今日也在法國專家為主的研討會後,旋即移師前往消防署訓練中心進行船舶火災搶救團隊交流訓練,期盼透過這次在專業場地、裝備器材及師資方面的交流,精進港灣防救災技術,未來臺灣也將積極拓展與南亞及東南亞各國的技術交流,共同培訓國際專業消防菁英,攜手提升國際防救災能力。

Taiwan and France Strengthen Maritime Disaster Response Through Joint Firefighting Training, National Fire Agency: International Collaboration Boosts Port Resilience
Taiwan has partnered with France to bolster its disaster preparedness in international ports through a joint training initiative aimed at enhancing emergency response capabilities. From MAY 14 to 23, the National Fire Agency (NFA) and the French Office in Taipei are co-hosting the “2025 International Maritime Fire Response Seminar and Shipboard Firefighting Training Program. Through cross-border collaboration in emergency training is a vital step toward strengthening disaster resilience in key global ports.
The NFA highlighted the strategic importance of ports as gateways to the nation, integral to transportation, trade, and economic development. With climate change and global trade intensifying disaster risks, there is an urgent need to reinforce emergency preparedness across ports, industrial zones, and urban areas. She expressed appreciation to the French Office in Taipei, Taiwan International Ports Corporation, and local emergency management units for supporting this milestone in Taiwan-France firefighting cooperation. Looking ahead, the Ministry of the Interior intends to deepen international exchanges in disaster management, improve technical expertise, and safeguard public safety—while contributing to global resilience efforts.
This collaboration not only allows Taiwan to benefit from Europe’s advanced disaster prevention technologies but also provides a platform to share Taiwan’s own strengths—particularly its experience in training instructors for disaster response. After today’s seminar, led by French experts, participants moved to the National Fire Agency's training center for a joint exercise focused on shipboard fire rescue. Leveraging professional facilities, equipment, and training personnel, the program aims to refine Taiwan’s maritime emergency capabilities. Taiwan also plans to broaden technical cooperation with partners in South and Southeast Asia, fostering a new generation of elite international firefighters and building global disaster preparedness together.
