For more comprehensive protection, the Ministry of the Interior made amendments to the Standards for Installation of Fire Safety Equipment, where indoor parking spaces could opt for automatic sprinkler equipment.
In order to be in line with the trend of international norms and the policy direction of net-zero carbon emissions, at the MOI’s ministerial meeting on 2024/04/11, the Ministry of the Interior (MOI) passed the draft amendment to the Standards for Installation of Fire Safety Equipment Based on Use and Occupancy. In consideration of the current prevailing use of electric vehicles (EVs) by the populace, in addition to the existing options for selecting fire extinguishing equipment such as water mist, foam, dry powder, carbon dioxide, etc., this amendment introduced a new option for selecting automatic sprinkler equipment in indoor places such as automobile repair shops, indoor parking spaces, and mechanical parking lots, to effectively reduce the risk of fire expansion and spread. In the event of a fire caused by electric vehicles, the automatic sprinkler equipment can automatically sprinkle the water upon the immediate detection of the fire to cool down the temperate and contain the fire, thereby comprehensively safeguarding the safety of people's lives and properties.
According to the Ministry of the Interior (MOI), this amendment also took into account of fire extinguishing equipment with clean agents such as inert gases and halogenated hydrocarbons, where such equipment excels with its fire extinguishing properties in effective reduction of the oxygen concentration in the protective space and effective blocking of combustion chain reactions. At present, such equipment is mature in terms of design and technology in the domestic market, which has been widely installed in telecommunications equipment rooms and other places. However, at present, it takes a rather long time for the Fire Technical Review Committee of the Ministry of the Interior to review the use of such equipment. In order to improve the review efficiency and legalize the review process, additions to the Standards for Installation of Fire Safety Equipment Based on Use and Occupancy include provisions such as the installation of fire extinguishing equipment with clean agents such as inert gases and halogenated hydrocarbons, the protection of agent storage containers and flame-resistant and heat-resistant wires, so ass to facilitate the planning and implementation of specialized fire service professionals. Moreover, in this amendment, the review work has been shifted to local fire agencies for streamlining the review process.
According to the Ministry of the Interior (MOI), the draft amendments to the Standards for Installation of Fire Safety Equipment Based on Use and Occupancy is to be promulgated and implemented in the near future in accordance with legal procedures. Additionally, in response to the change of design requirements from the existing foam-based fire extinguishing equipment in indoor parking spaces to the new automatic sprinkler equipment, as well as in response to the requirements for local fire agencies to review the drawings and as-built inspections of the fire extinguishing equipment with clean agents such as inert gases and halogenated hydrocarbons, the National Fire Agency (NFA) has proceeded to develop relevant technical guiding principles and precautions for the review and survey. Subsequently, a series of lectures are to be held to strengthen the review effectives of local fire agencies; as well, exchange trainings are to be held in conjunction with fire protection associations and guilds for fire equipment personnel, so as to solidify the domestic design level for fire engineering and shape a safe living environment.
