Local TECC Training Manual is Released Today, Making our Emergency Medical Care More Resilient
In order to continue to cultivate the ability of medical care personnel to adapt to local conditions and dynamic changes during rescue operations in high-risk environments, a grand press conference was held by the National Fire Agency for the release of the new book titled "Tactical Emergency Casualty Care (TECC) Training Manual" on the morning of 2024/06/27, presided over by Director-General HSIAO Huan-Chang (James). Meanwhile, representatives from various organizations were invited, including Spirit of America (SOA) (a US non-governmental organization), the Ministry of Health and Welfare (MOHW), the Medical Affairs Bureau of Service of the Ministry of National Defense (MND), Taiwan Forward Alliance, among other organizations, demonstrating strong international cooperations and professional supports.
As emphasized by Director-General HSIAO at his introductory remarks at the press conference, the focus of TECC is not to add high-end technologies, but more to emphasize "when" and "how" to utilize the existing trauma medical care capabilities of medical care personnel in different emergency environments, especially in face of incidents such as violent attacks, hazardous materials, fires, large-scale traffic accidents, or large-scale mass care. Medical care personnel shall be able to sense the threats in the environment, ensure the safety of themselves and the injured, and save the most people without increasing casualties, which is the core purpose of the TECC Training Manual.
As per National Fire Agency (NFA), the team of instructors involved in compiling the TECC Training Manual have extensive experience in pre-hospital trauma and tactical care. Meanwhile, in 2023, the NFA specially invited international TECC experts to give TECC training in Taiwan through the assistance of Spirit of America (SOA) and Forward Alliance, so that the training content and mode of the training were more in line with international standards. In addition, the TECC Training Manual follows the guidance issued by the U.S. Committee for TECC, which is also updated based on the best strategies from the latest evidence-based medicine.
The release of the TECC Training Manual not only marks Taiwan's important progress in the field of tactical emergency medical casualty care, but also provides significant support for the improvement of the professionalism of all medical care personnel in Taiwan. It will also expand the level of training and lay a solid foundation for future rescue operations.
